Two terms, two meanings: OS is the operator console you run a company from (os.occaai.com), used for the product surface ("the OS", "the OS windows"); operating layer is what OCCA is as a protocol, used for positioning, never "dashboard". Don't call the protocol itself an "operating system" (OCCA sits above the runtime you bring, it does not include it).
